The London Borough of Hounslow is seeking a strategic energy partner for an energy infrastructure pipeline the council values at £500 million, with registrations due by 23 November, according to a notice on ProContract.
The partner will fund, develop and deliver projects across building retrofit, renewable generation, fleet decarbonisation and EV charging, identify further pipeline opportunities, and work long term with the council. The Hounslow Heat Network is being procured separately.
Market engagement runs in two stages: an online webinar on 25 November and one-to-one interviews from 7 to 18 December, then a second stage in spring 2027. A tender notice with full documentation is anticipated in the third quarter of 2027.
In energy and environment work, Hounslow has previously contracted Recycle 360 for £78.0 million and Dennis Eagle for £5.48 million, in GovMarket records.
The council’s largest contract in GovMarket records is £90.0 million with Liberata in 2017.
Registrations close on 23 November via the council’s eTendering portal. The partnership is set for a 198-month term. This is preliminary market engagement ahead of procurement expected in mid to late 2027.
