Property Construction Partnership Framework for Kent County Council
Awarded 01 Feb 2022
About
Kent County Council awarded a contract to Baxall Construction Ltd, Kier Construction Limited, Morgan Sindall Construction & Infrastructure Limited, and WW Martin Ltd for a property construction partnership framework valued at £500,000,000.
The framework enables the procurement and delivery of significant property infrastructure, including new builds, extensions, refurbishments, and alterations to the Council's estate, primarily existing schools, as well as housing and associated construction services such as hard and soft landscaping.
Up to four suppliers were appointed to deliver the pipeline of work based on a rotation approach, with call-off arrangements under the NEC 4 suite of contracts covering the South East of England.
The framework supports the Infrastructure Property Building programme, with projects awarded on rotation and the option for mini-competitions at the Client's discretion.
The primary objective was to create sustainable relationships while increasing flexibility and agility in commissioning new projects, with work awarded only if contractors meet Key Performance Indicators and demonstrate value for money.
The framework pricing structure is open book, allowing the Client to award to the next supplier if conditions are not met.
